A handout means you're a target?!

There seems to be an annual competition for a counterterror funding lately from the Homeland Security Department. They've chosen 46 cities this year, BUT.....apparently this also means that if the city receives the aid the government thinks they are terrorism targets. Major urban areas will find out how much of a $740 million dollar grant they're getting; three of them, Memphis, Tenn., Orlando and Fort Lauderdale, Fla., have qualified this year. Eleven others might get it in 2007 based on the new Homeland Security formula based largely on intelligence and law enforcement data about terrorism threats and possible consequences in each city. They hint that it's supposed to protect these cities from terrorism attacks and/or hurricanes, other emergencies, etc. Of course large cities such as New York, Los Angeles, and Chicago usually get the bigger cut of the funding for this. But what if all this hoorah only serves to better mark the cities for targets? Hmm?? I really do wonder about that, now that I've read about it. People, drop a comment and let me know what YOU think.
